Council has awarded the contract to construct the Front and Wales Lift Station to Stantec, whose proposal was not the lowest price.
The City received four proposals ranging in price from $64,250 to $198,166. Staff recommended that the contract be awarded to Stantec, who submitted an $83,342 bid.
A report to Council by Engineering and Development Services Director Mike Thomas said the lowest priced proposal did not meet the City’s expectations on several assessed criteria, and did not include an estimated cost of tendering and contract administration for a new lift station. Also, the lowest priced proposal did not include an Envisio® qualified professional to oversee the sustainability of the project.
“Stantec is recognized in Canada and North America for their expertise in innovative sanitary sewer design, with skilled and knowledgeable staff to support the project,” Thomas said. “City staff have a good working relationship with several Stantec staff, including the Envisio® facilitator on the project.”
Envision® provides a holistic framework for evaluating and rating the community, environmental, and economic benefits of all types and sizes of infrastructure projects. It evaluates, grades, and gives recognition to infrastructure projects that use transformational, collaborative approaches to assess the sustainability indicators over the course of the project’s life cycle.
